Lack of security measures due to the agency’s financial difficulties

May I introduce the one high-profile incident involves a cyber attack on Transport for London (TfL) in the United Kingdom.
Content is that a 17-year-old boy may have hacked into the agency’s systems and gained access to the bank account information of approximately 5,000 customers. The incident has been attributed to the London Transport Authority’s lack of security measures due to the agency’s financial difficulties.

Transport for London (TfL) is a local government body responsible for most of the transport network in London, United Kingdom. The underlying services are provided by a mixture of wholly owned subsidiary companies (principally London Underground). TfL was in the risk of bankrupted, the position has been that long term funding for TfL should be provided via the Mayor of London, and that in excess of £6 billion in extraordinary funding has already been provided. The fact in 2020, Transport for London (TfL) saw its income severely reduced during the Covid-19 pandemic because of the sudden lack of passengers travelling on the network. The situation of London is beyond my imagination, the worst case scenario is the customer personal data has been compromised. I have been waiting their update but no update from them so far. UK has a great cyber dedicated institution name as NCSC(National Cyber Security Centre) , I just wondering NCSC also might has been in hibernation due to financial difficulties?
